emissions inspection upon certain transfers of motor vehicle                   
ownership; relating to fees for registration not conducted at a motor          
vehicle emissions inspections station and fees for motor vehicle               
emissions control programs; limiting motor vehicle emissions                   
inspection to not more than once every two years and imposing a                
penalty for operating a motor vehicle in violation of emissions                
requirements; and providing for an effective date" was engrossed,              
signed by the President and Secretary and transmitted to the House             
for consideration.
